Speaking as an outsider who's been to a lot of US states, winsonsinites don't treat foreigns any different from the rest of the US. Most are VERY kind. Actually, wisconsinites are more educated and polite than new yorkers, for that matter...
But I'm not black, so I wouldn't know how people treat people with different color skin... But though very white, I'm hispanic, and didn't notice xenofobisms or racist behavior from most people (there's allways one or two ******** everywhere), and haven't seen any reason that it would happen with african-descendants...
