There was a jeep directly ahead of me today (in Indiana), and the spare tire cover on the back of it said:
"GREEN BAY football SLEDGE". It had a picture of a yellow football helmet with "#4" on it. The jeep had an Indiana license plate.

What is Green Bay Sledge? I can't seem to find any reference to it on the internet, other than "sledge hockey" is another name for "sled hockey", which is apparently something played in Wisconsin. But why would it say football on it?

Anyone know what this is, or what it is referring to?

What comes to mind is bear fan Packer hater referring to Favre's dealings with the government money.

Think it would have been useful at the Ice Bowl?

Good as any, I guess. Maybe it's an Indiana based thing. I thought someone on this board would know for sure, but I guess it is a mystery. Too bad I didn't get a chance to talk to the guy, I would have asked him.

Yes. My detective brain intuition says transplant from WI or relocated or has strong family ties back on WI side of the border

Could be. That's like me, I live in Indiana, but I have family ties, and family history, in Wisconsin.

I still think it might have something to do with sledge hockey, which is a sport for paraplegics, I guess. Here's a video of some:
