Silly questions about the draft

For players that do not attend the live draft, do they have to purchase 32 hats? This has always confused me, because sometimes, players already have that teams jersey when they are getting the call. Kenny Clark for example had a Packers hat on and his brother was holding a Packers jersey. There is no way they buy 32 hats and 32 jerseys...is there?

IDK. An agreement with Footlocker or Reebok to have the jerseys available and open the one you get called from and return the rest unopened??
