Chris Havel was talking about this yesterday. The NFL goes by "air temperature" in their records. So, the Ice Bowl is recognized as the coldest NFL game. I really don't recall 'wind chill' or "feels like" being a weather term until the mid-to-late 80's ... could be wrong ... but the supposed wind chill temp of the Ice Bowl was changed a few years back when whomever decided to, changed the calculation of the "feels like" temps.
Also said that the NFL 'record' if you will, is measured by temp at kickoff.
So...no, I think that the Ice Bowl record sticks (haha... um... 'sticks' is figurative).
...and... there will some morons who go sleeveless, it's a toss-up as to which rocket scientist out there does, but I think that Lacy will change his mind as soon as he finds out that he won't be able to feel the ball against his arm anyway.
