If I'm not mistaken, this was argued earlier this year and the answer is Green Bay by several hundred meters.

Yes the line actually extends around Lambeau and the adjoining parking lot.. kind of neat.. go onto something like google earth and take a look.. you will see the box out to cover the extension.
