The packers signed Peppers for him to make a few big plays here and there in big games, and that's something he's capable of with very little risk. Signing Allen for 15 mil guaranteed for three years seems a little desperate. They had zero pass rush on their roster and now they have more than zero, but who know how much more.</blockquote>
