Right now Johns Hopkins is reporting 7.5% of tests are coming in positive on a 7-day moving average, climbing at a steady rate from 4.4% in mid-June. Some hot spots are approaching 20%. So if everybody shows up on the appointed 7/24 date, what are the odds of several positive tests resulting in whatever comes next...shut down, sanitizing, quarantines, what have you?
