How many scouts for each team does the NFL allow or is there no limit?

Reason to ask, I been watching the collage bowls games and I can't help wondering
the amount of scouts at those games all over the NFL taking notes and arranging
interviews.

To the best of my knowledge, except for the ownership group, the league doesn't care how you set up your front office. As it were this is the part of the Packer's you asked about.

Scouts typically cover an area, so they would be flying around to the bowls their "teams" are playing in. Probably assisted by scouts that don't have any games for a few days. This brings a 2nd opinion to some of "your" guys.
