Not only review it but they may even move the ball 6 inches after a 5 minute review. I remember McCarthy challenging the spot one time. They ruled the runner was short of the first down and he threw the flag. They looked at it and moved the ball 6 inches closer but it was still short so they charged a timeout. I wondered what exactly was challenged. Did he challenge that it was a first down because if he did then yes he was wrong and should have been charged the TO. If he simply challenged the spot of the ball then he was obviously right because they moved it and thus he shouldn't have been charged the TO. Maybe they should make it so that a team has 3 challenges but if they want they can use 2 challenges on any one play to challenge any call they want. That way an egregious missed call like the illegal procedure could still be challenged. Call it a super challenge but the the team has to have at least 2 challenges to call it. Or make it optional to give up a TO even if they get it right to be able to challenge such plays. You still need to have a challenge to throw the flag but if its a "non reviewable" call they can say Ok we will give up a TO even if we get the challenge. For the most part I like replay but I don't think it is as good as it could be. A lot of so called judgement calls that are not reviewable are not really judgments as they are simply missed. That illegal procedure non call was not a judgement call it was a missed call and as such should be reviewable. Dollars, many many dollars.
