Who is this defenseless player

Hawk has been fined 15K for hitting a defenseless player ?? Who ?? I didn`t see it.

The report said Hawk, but when I read another report it said it was McMillian. I wish they`d get the facts right. McMillian hit a Detroit Lions player with a helmet to helmet hit
