a bit a of a dumb question but can all the numbers be Retired? or will it never happen

Well, at some point it becomes a math issue. 63 players on a team's roster, each of them has to have a different number. So, logically, no team could ever retire more than 37 numbers...

AHHH. There is no law that prohibits the NFL from letting teams assign numbers in the 100's to their players. So 200 years from now teams could have 40-50 numbers retired.
They won't but it is physically possible.

The NFL doesn't want to get into those higher numbers that is why they have suggested that teams do not retire players numbers.

Retiring Brett's number makes sense. He played all but 1 season with the Packers. In doing so he has set a lot of GB and NFL records. The likes of a player of his ability playing for GB his whole career coming along in the next 10-15 years is pretty remote.

It is players like Reggie that the NFL is trying to curb. He was a great player. A HOF player but he was in GB for less that half of his career. While it is true that he made it to the SB with the Packers twice, teams don't retire jersey numbers just because a player led them to the SB. If Reggie had played 10 years with the Packers I think that would be a different story.
The NFL doesn't want teams to have all of these great players numbers retired. Put their names and numbers up on the wall like GB does or the Cowboys do. That too is a great honor as well.
