Trevor Davis has 37 career returns for 448 yards (12.1 YPR). Jaire Alexander returned 4 punts last year for 25 yards (6.3 YPR) Josh Jackson returned 5 punts in college for 37 yards (7.2 YPR) Tramon Williams has 74 career punt returns for 663 yards (9.0 YPR) including 12 for 83 in 2018 (6.9 YPR) Ka'dar Hollman had 1 punt return at Toledo (zero yard) Darnell Savage had 1 punt return at Maryland (36 yards) Darrius Shepherd, rookie mini camp invite from NDSU, had 44 career punt returns for the Bison for 538 yards (13.1 YPR) and a touchdown. I do not want to see critical members of the defense risking injury returning punts. Alexander is arguably the most important piece of our defense. He's small, had some injuries in college, and isn't even that good in the PR game. Savage is basically the only free safety we have on our roster, also slight, and only has one punt return to his name in college. Tramon Williams is 36 and isn't effective any more. None of those options compare to Trevor Davis. Yes, it would be nice to give that spot to someone else. But he's good at it and the Packers wouldn't be up a creek on offense if he got hurt on a return. The only other option I really see on the 90 man roster right now is that Shepherd kid from NDSU. I actually just discovered his PR ability in researching an answer to your question. Some more on him:

5'10.5" 186 lbs
Pro day forty times range from 4.57-4.61
35.5" vert; 120" broad
7.13 3C; 4.40 SS
62 catches, 1065 yards, 9 touchdowns in 2018
Chipped in 7 carries for 41 yards on the ground
Accounted for 38% of the Bison's receiver production
Next highest producer in their passing game: 23/389/1
If people aren't familiar with FCS football, NDSU is the Alabama of that level. They absolutely dominate. So he's a poor athlete who was really productive for a good program. If he can beat out Trevor Davis, more power to him. But I kind of doubt it.
