If that were the case, why haven't all the teams under the rules "developed long-term success"? The reason for the Packers success was <em>mostly</em> because they finally put a football man in charge of all football operations and the guy Harlan picked happened to be a very talented talent evaluator and GM. The rule changes which applied to everyone were a distant third, fourth, or fifth reason IMO. </span></p></blockquote><p></p>
