Look at the Mel Blount Rule - Pittsburgh, and Blount, came up with a new way to shut down the other teams' passing attacks, and now defensive backs are strictly limited in how they cover receivers. Of course, the Blount adaptations had the effect of opening up more <em>offense </em>(especially in the passing game), and this measure would favor the defense rather than the beloved offense, but I think at some point there'll be enough teams who are sick and tired of it that the proposal would clear the hurdle. They only fell 2 votes short last time; the next attempt may do it.</p></blockquote><p></p>
