The company that I worked for would routinely hire contractors and professional firms to do work. They wouldn't pay so as to use those companies essentially as credit cards. The ones that complained the most or were most valuable would eventually get paid. Many others would just write off the bills after a year or two. It's such a cowardly way of doing business.
