Host Time out?

since last evening, been getting a lot of time outs from host and unable to connect. I hit refresh and it will sometimes, but leave the format all funky and other times it works. Like the time I was able to hit refresh enough to get to the forum feedback and suggestions tab

both phone and PC using chrome as a browser.
