I think bad weather teams have reliable special teams to start. They'll field their kicks, make their snaps and a FG kicker that has experience in poor conditions. Those teams are also built on the O line and D line to give you an advantage in the run game. Finally, bad weather teams have sure-handed receivers and a QB who will take what's available and change his decision making to meet the conditions.
