Once the league year starts in March, rosters are filled out to 90 players, teams can and do go over the cap, then they must get under the cap at final cutdowns. I don't believe there is any guaranteed money in an ERFA contracts so if any are signed and then cut before opening day there's no dead cap. Consequently, I would not be surprised if all the ERFAs are signed for the 90 man roster to compete for jobs.
