No hands on or bumping after 5 yards offence or defence. "15 yard penalty" & "loss of down." If there is an injury on a play & there is a flagerant foul called. The player causing the foul is out of the game as long as the injured player is out, & this could be future games. This type of rule will stop the cheap hits.
