Bah, the way I saw it, the ref started the shoving.

The Ref shoved him back 8 yards and started putting his hands to Harrison's face. Harrison didn't bash the ref to the ground or double suplex the guy, he simply pushed back to get disengaged. Some ref's are ****s. This ref falls into this category.
